In conclusion, readmission penalties reduce Medicare payments to inner-city hospitals in Detroit more than to the hospitals in other large cities in the East North Central region of the United States. This may have the unintended consequence of further reducing access to care in safety-net hospitals through to a lack of funding for programs that can reduce recurrent illness after discharge and through stiffer criteria for admission to patients needing care. Unsustainable financial deficits could ultimately result in hospital closures.
